• The main argument was “People empowerment through social enterprise-poverty reduction by industry development and entrepreneurship”.
• Goal and strategy of ARMM are to create employment, generate investments and increase revenue.
• The poverty should be decreased.
• Trade regulation and consumer protection are committed to developing an environment where an empowered, responsible consumer sector exists.
• The shift to a new paradigm on livelihood programs created the social enterprise division under its technical management services-a first of its kind in the Philippines.
