GSEF 2015 Steering Committee Meeting successfully held during 4 – 5 Nov, 2015. 9 Steering Committee Members have been elected.

Also, 6 observers representing 4 local governments (The City of Warsaw, Taipei Government, Kawasaki City, Setagaya City), 1 Int’l organisation (ILO) and 1 social economy network (‘Association of the Seoul Declaration’ Japan) participated in the SC main sessions to share their experience and insights for the development of GSEF and promotion of the SSE.
Along with the SC plenary sessions, SSE seminars (‘Asia Policy Dialogue for promoting social economy’, ‘Current issues and prospect of social impact bond in the world’, ‘Dialogues between SDGs and the social economy in Korea’, ‘Social economy, social welfare & jobs’, were held to showcase diverse aspects of social economy.

SC Member Agreements
- GSEF Steering Committee members (cities/organizations), will be participating in the GSEF 2016 General Assembly. The SC members will actively discover the best practices in the social economy and share their experience during the GSEF 2016
- In order to support the participation of many local governments and social economy networks at the GSEF 2016, the GSEF Steering committee members will promote the GSEF 2016 through their own networks, promotional tools and disseminate ‘the call for proposals’.
- In order to share / spread the knowledge and experience of members, GSEF Steering Committee members will share their best policy practices. Also they will develop and encourage exchange programmes between members.
- For knowledge transfer, joint research and cooperation in a diverse areas, GSEF Steering Committee members (cities/organizations) will induce universities, research institutes and private enterprises’ participation in the GSEF.

SSE seminars
- ‘Current Issues and Prospect of Social Impact Bond in the World’
Presenters from the UK (Clara Barby, Bridge Ventures), Australia (Emma Tomkinson, Delivering the Promise), France (François Comet, Groupe SOS) and Korea (SMG, Gyeonggi Province) delivered each country’s experience of developing social finance such as SIB for the social development.
- Asia Policy Dialogue
Representatives from more than 17 organisations/local governments, 9 countries in Asia participated in Asia Policies Dialogue to discuss social economy policy for promoting the SSE in the regional context of Asia. Presentations were ‘Resource sharing from private and public sector & Procurement market building’ (HKCSS), ‘Public procurement based on social value’ (SMG) / ‘Seoul Social Economy Special Zone’ (SSEN), ‘UnLtd’ model (Change Fusion), ‘Creative economy for local community’ (Bandung Creative City Forum)
- ‘Dialogues between SDGs and the social economy in Korea’
Showcased the implications of SDGs and efforts of realising each target. More than 10 organisations / universities shared their perspectives in achieving SDGs through social economy in the context of Korea. Various topics were covered through presentations and discussions such as energy, sustainable consumption/agriculture, Public health & welfare, sustainable city development, poverty and inequality and education.
- EASII (East Asia Social Innovation Initiative) workshop
Held as a parallel event to share the experience of East Asia countries in promoting social innovation. More than 15 organisations and universities in the region participated in the workshop. Two sessions were held Session I : New Ways for Social Innovation in East Asia: Preparing Social Budget with Social Investment and Impact Evaluation. Session II: New Ways for Social Innovation in East Asia: Preparing Social Budget with Social Investment and Impact Evaluation Throughout the sessions, various organizations from China, Japan and Korea shared their experience.
- Social Economy, Social Welfare and Job
Representatives from the City of Montreal, Seoul Metropolitan Gov, Setagaya City, ILO, Locality (UK), The City of Warsaw and HKCSS shared their perspectives on welfare provision and job generation through the SSE. Presentations were ‘Social Welfare and Social Economy, a Quebec Case’ (Montreal), ‘Welfare + Social Economy in Public Rental Zones’ (Seoul), ‘Formulating Social Welfare Policies and Social Economy Promotion Through Residents’ Participation’ (Setagaya), ‘The Role of SSE in Employment Generation’ (ILO). ‘UK context – Public Welfare, Living Standards and Poverty’ (Locality).
SC Members shared the experience of Quebec and the UK with the press
Nancy Neamtan, CEO of Le Chantier de L'economie Sociale which accounts 8% of Quebec’s GDP had a series of interviews with major Korean presses to share the experience of Quebec in achieving social and economic development by establishing social economy system as an alternative model against the economic crisis in the mid 1990s in Quebec.
Karin Woodley (CEO of Cambridge House/representing Locality) also had an interview with the press to share the UK’s experience of developing social economy in the aftermath of financial crisis of 2008.

RIPESS-ASEC meeting3~5 October, Manila
RIPESS-ASEC council meeting and the Philippine social economy forum was held during 3 ~ 4 Nov in Manila. Representative of GSEF Mr. Hyung Seok Pyun (representative director of Seoul Social Enterprise Council) has participated in the meeting to strengthen the partnership between RIPESS-Asia and GSEF and to present Seoul’s efforts of promoting SSE.
JWCU meeting with the Mayor of Seoul21 October, Seoul
President of JWCU had a meeting with the Mayor of Seoul to develop the partnership between JWCU and Seoul’s social economy organisations such as self-help organisations in Korea and to discuss about involvement with the GSEF. JWCU has become one of nine SC members of GSEF.
Legacoop Emilia-Romagna visited Korea19 November, Seoul
Delegations from Legacoop Emila-Romagna including the president Mr. Giovanni Monti had a meeting with Ms. Yeon Sook Eom (Director-General, employment planning bureau, SMG) to discuss the collaboration opportunities between Seoul and Legacoop and the development of GSEF.
Montreal thematic meeting on metropolitan area6 ~ 7 October, Montreal
The Montreal Thematic Meeting, organised by the Communauté métropolitaine de Montréal, is one of the 11 thematic and regional meetings to help prepare the Third UN conference on Housing and Sustainable Urban Development (Habitat III) to be held in Quitto in 2016. Greater Montréal is now part of the process leading to Habitat III and will significantly help to adopt the New Urban Agenda, an agenda that will inspire international community policies over the next 20 years.

The Mont Blanc Meetings (RMB)
The Mont Blanc Meetings (RMB) will be held during 26 ~ 28 November at Chamonix-Mont-Blanc in France with the main theme: Human sustainable development of cities and territories. Ms. Yeon Sook Eom who is a director-general of employment planning bureau and temporarily holding Secretary-General position of GSEF will be participating in the event.
