The research theoretically proves how Social Economy in Seoul can solve structural issues to contribute to raising attention towards various values in Social Economy. Moreover, the research develops quantitative and qualitative measurement methods towards the achievement of policies in Social Economy in Seoul to evaluate politics, select priorities of politics and budget, and establish detailed implementation methods for policies and budget. The research expects to be used to establish a development plan as well as evidence for inner evaluation through the development of achievement index for Social Economy sectors.
